Memorandum to Prime Minister Dr. Baburam Bhattari, Nov 22, 2011
As a norms, I have already informed participants organizations to forward their name and bring identity card. To entry in to the Singh darbar is another hard job, people are waiting and waiting, asking requesting with people in the reception. They are calling inside/who is intend to meet to note their name for entering their name.
All police officers unable to recognize the simple english, most of members of campgain have english card. I am taking support from Samjhana poudel, a journalist and the Aruna Rayamajhi, a personal secretary of the PM's office and she also a journalist. Otherwise, the entering process would be more complicated.
We have appoitment for 2 pm, we were waiting and waiting at the door of PM's office. At the mean time, I was receiving the message from Biswadip, a secretary of PM. He is trying to avoid us ,said hard to make meeting because there were many meeting for identifying a chairperson for restructuring commission with among 4 political parties and also has cabinate meeting for approval for the earlier decision.
I was keep on discussing and requesting over sms and phone. Later he didn't response over phone and sms. Meanwhile, Samjhna was keep on talking with Hisila Yami, Aruna Rayamaji as well.
My collegues and myself were understand well the busiest schedule of the PM. We, women also wants to progressive steps for the implementation of 7 points agenda for peace, made in last Kartik 15, 2068.
But, the mechanism to comunicate and access is so poor and frustarting. We felt bad that the security gurds/police badly behaved with us. They said,without taking apointment why you came here? if you got appointment, they come to bring you respectfully and so on.
Meantime, many people were entering inside but no one called us and denied to response.
Conclusion:
1. The entering process in to singhdarbar is should modify if this governement is representing the republican country. If this is not accessble to women, poor, disabled, conflict affected,what does its mean? I met many people come from banke, Kailali, Jajarkot and they represent dalit, women, conflict affected, disable, poor, unable to read and write.
2. When the beurocrats, secuirty people, political leaders will transform their attitute towards the women and their rights.
3. These are the representative cases,women are getting violence everywhere.With ignoring women's status,is itpossible peace and constituion based on social justice.
4.Many unanswered questions regards to women's and their rights who is really responsive for for gender equality and human rights. How long do women fight for that?
5. we back without submission our petition,where we 15 organizations were representating and we also do not know when they postponed for our meeting. NO ONE RESPONSIBLE FOR SUCH MANAGEMENT !

मलाई देश को बर्तमान अबस्था ले ज्यादै नै नीरस बनाएको छ। करीब तिन बर्ष लगाएर प्राप्त गरेका अधिकार, सम्बिधानमा सुनिश्चित गर्न सकिन्ना की वन्ने डरले रातभर सुत्ना सकेको छैन। तर फेरी गरीब, दलित, महिला र पछाड़ी परियेका, दमन मा, हिन्शामा बाचेका वा बच्ना बिबस भएका हामी हरुको अर्को बिकल्प पनी त छैन अणि गर्छु भन्ने हरु नै हिंशा गर्ने, शोषण गर्ने परिस्थितीमा फेरी हाम्रो मानब अधिकारका लागी हामी नाबोलेर को बोलने? तेसैले म बेक्तिगत र एक्शन वोर्क्स नेपाल को प्रतिनिधि का हिसाबले शांति र संबिधान का लागी महिला दबाब कार्यक्रम मा सहभागी भएको छू। जसका लागी मलाई गौरुब पनिलागेको छ।

Minefield Problems Remain

The Comprehensive Peace Accord (2006) had clearly mentioned that “the government army and the Maoist PLA shall assist each other to mark landmines and booby traps used during the time of armed conflict by providing information within 30 days and defuse and excavate the same within 60 days.”We civilians do not know much about the nature of landmines, their impacts and what policies are there regarding them. People don't care about this unless these explosives cause immediate loss to them. But according to INSEC, 78 persons were killed and 395 others were injured by Improvised Explosive Devices (IEDs) during 2006-2011.Both Nepal Army and Maoist PLA used the landmines as a strong defense strategy during the decade of insurgency. Improvised Explosive Devices (IEDs) were used massively everywhere, especially in places like Kalikot, Jumla, Dang, and Arghakhachi where exchange of firing occurred.In all, Nepal Army planted 275 explosives and Maoist PLA 52, 617. As part of implementation of the Comprehensive Peace Accord, the government declared Nepal a mine free country in June 14, 2011. Phulchoki of Lalitpur was called the last site for clearance of the anti-personnel landmines. Nepal also announced that it is the second landmine free Asian country.Unfortunately, two days after the declaration, on June 16, this writer was in Manma, Kalikot asking for help to the victims of landmines. A bomb blast occurred in Phuhemahadev village of Kalikot. A 16-year boy, named Ananda Pandey, was injured severely while he was in his maize farm. He was brought to Bir Hospital and transferred to teaching hospital in June 26. He lost one of his eyes completely, and another eye had injuries. He lost fingers, suffered broken arms and had severely damaged mouth, nose, forehead, and chest. Now, he is getting surgery and treatment in the teaching hospital where Action Works Nepal (AWON), a non-governmental organization working for Karnali, is taking care of him under Miteri Gaun (Let's Live Together) campaign.In this scenario, the government still needs to consider landmines as a serious concern for the following reasons; i) the civilians do not have access to information about the policies and systems, ii) no access to well equipped health institutions, iii) poor mechanism to respond to the survivors of landmine accidents. Thus, the government should continue to educate the people for taking consideration of nearby cantonments, barracks and areas of cross firing. The government also should ensure the system is in place to take care of survivors fully even after the declaration announcing the country as landmine free. Otherwise the risks are there that more negative impacts occur. For example, if Ananda had got immediate treatment (such as by rescuing him via a helicopter) and treatment, he wouldn't lose his vision. In this connection, provisions of free health treatment matters little. The needful action always matters, therefore, the government should be serious to serve landmine survivors. In a landmine free country, there should not be more people suffering like Ananda. Never Again

Where Apples Meet Politics

The months of April and May are for the apples to bud in Nepal. This is the time when it is amazing to see the apple trees suddenly flower after a tough life of long winter and give way to their buds. The naked and black trees seem like smiling in mixed purple and white color. Many people must have tasted apples. But having a single bite of original and fresh apple is beyond many Nepalese. Could you imagine that the apples are juicy like the lemons when they are young and ripening. In Nepal, a few places are rich and popular for apple cultivation, namely Mustang, Jumla, Dolpa and Humla. The marpha, golden and red apples are common species of apples found in Nepal.In Kathmandu and other cities, people buy apples for prices anywhere between Rs. 100 and Rs. 2500 per kilogram (price of May 2011). People from all religions, castes and regions consume apples, especially during the festivals of Dashain and Tihar. Fruit entrepreneurs bring apples from China and India via long routes, using harmful pesticides/chemicals to preserve them for days before selling them in Nepal. Rub the peel of an apple with any material, and you will see the white dust immediately.But take the Jumla's apples, they are different. Just that they are only trying to get into market with proposals at place from the Prime Minister's Office to London (2010). These organic apples are grown in our land. Most Nepalis, however, never get a chance to taste their own Nepali apples, particularly from Karnali, because of the region’s lack of access to easy roads and markets. At the Nepalgunj airport, a main gateway to Karnali, you will get the white and shining apples for NRs 120 per kilogram (October 2010 prices) without original taste and adequate juice. On the other hand, at the Jumla airport, apples are found in traditional bamboo baskets, wrapped by small pieces of cloth and held by women and children. These apples are characterized by scratches, and are punched and too much wrinkled. None of the customers seems interested to buy or taste them because they are unattractive as people there have not used any preservatives. As strong winds beat the apples, they are wrinkled badly. Like guava in the terai, pieces of apples are thrown everywhere and they are not considered as food or a good stuff to eat or gift to someone. In addition, if you enter the apple growers, you can observe huge piles of apples under the bed or on the floor. There, the price of apples is NRs 25 per kilogram or NRs 5 per piece. If you walk ahead, you can see a few houses with apple chips around the house which is kept open. The sandy and dirty wind blows dirt over them easily. Some people also prepare jam, pickle, and citer (a kind of wine) from these apples. But there is no market at all. All their varieties might be spoiled within a couple of days/weeks.Let's calculate the production and consumption cost of apples with a layman’s perspectives. Till date, how many tons of apples have we had? Is it enough production for Nepal? Can Nepal export apple? Is it possible to open small and large industries for juice/wine or other things? Will these get the market? Does any multinational company show interest towards our apples? These questions are still unanswered. If answered, it would a no, not possible, because, it is assumed that if Jumla were a hub or a collection center for that (based on accessible geography), there is only limited apples now (estimated 5 tons, calculated by local apple expert).In reality, there are very limited apple farms and many constraints. They are: i) not proper and result oriented plan of government about it, ii) the former apple farm is in the process of extinction, iii) the agricultural pattern is also changing due to climate change and massive migration, iii) no proper market and promotional activities about apple cultivation, iv) the food pattern is also affected by stereotypes (apple is not considered as a source food), v) the terrace land is empty (which is potential land for apple as experienced in Himanchal Pradesh, India) and vi) civil societies also do not have long term vision to promote apple production. In this context, neither the Karnali people's food insecurity nor chronic malnutrition could be addressed nor the apple producer (individual/group efforts would be encouraged to continue work on it as a livelihood and entrepreneur option).Thus, it is already too late to think about production and consumption of Nepali apples in a sustainable way. However, there is still a ray of hope if the political leaders/parties and civil societies of Karnali, Mustang and Manang come forward with single and common voice in the coming days. Meantime, the funding agencies such as UN and others should also think about different strategies while intervening with programs on food security, employment and livelihood activities, to make the people there independent, secure and empowered for a sustainable way for a peaceful, prosperous, equal and just society.rpaudel456@gmail.com

Result Based Journalism
Since Comprehensive Peace Accord (CPA), 2006, regardless the magnitude, analysis, judgment….geography/location, education, occupation….each Nepali would keen to know about the progress on results against memorandum of understanding of CPA or simply sustainable peace and development. Despite of few exceptional mental modalities, NO one like to back and live in hell.
Majority of the Nepalese access with information through FM radios, mobiles, internet, print news papers, discussions either in tea shop or gambling station or farm or anywhere, the nature of leaders, progress of government are most common and interesting chapter for them. But, citizens are living with frustration, depression and insecurity with their leader’s attitude, behaviors. Even people do not like to listen, talk and no more sympathy with them. They are asking for results, value of their votes through good governance everywhere, each step. Specially, face book, group and individual blogs, literatures, interview with citizens and member of civil society groups, are the examples for visualizing people’s negativism towards their leaders and their degree of frustration. Regardless the party, party cadre, forum for speech, all leaders talk more or less same things, repeat and repeat the same notions but no one ready to act on it, no one ready to break the queue or continuum, they are running and running at same pace, same conditions by same saying. Very frustrating! Very challenging !
Towards this end, can journalism introduce different culture to mitigate the frustration of citizens, monitoring the leaders and their performance? Because, journalist write till now about the input, actions, entirely the first step of result which has a long way to get the destiny, the hope, secure, free and dignity of citizen. Let us take an example-``Shrawan or July 22, is the BP’s Memorial Day, a hero of Nation once upon a time. The so called senior leaders address the many forums at various places within and outside the country. Of course, they said many things; commit several things, and many others. But the result is the same. No changes at all at result level or people’s life’s as citizen’s expected. Let us discuss at micro-level. In this auspicious day, few programs organized the planting trees. NOW, can journalism can start at their newspapers like, till today XXX of tree are surviving, XXX young tress (photo if possible) which was planted by honorable …..leader ..year 1..year..or xxx implemented commitments at result from which were committed by this party or leader or group or organization in …….year,…..year.
It seems hard, time consuming to journalist as well but it will be easy once start. It is a matter of culture, matter of ethics and mind set as well. If the journalism will move with this culture by formally endorsed in to their policy, the inviters already ready to express in that way. In the beginning days, those who will not ready to provide result based information or difficult to explored the result, just ignore the news or do not publish or broadcast. Media is doing such a multiple tasks so if they ready to accept such opportunities, people would be grateful and salute to media. It could be a historical movement in history of journalism at global level as well.

केसहर महलको,दाहिने गेटको बास कति भो? कहिले सम्म रहिरहन्छ त्यो ओअनी थाहा छैन.कस्तो अबस्थामा बस्न सकिन्छ त्यो पनि ठेगान छैन. अरुहरु सल्बलाउन थाल्छन. म सुस्ताउन खोज्छु. जिउ दुखेको छ.कतै माटोको मत्किलोले पेलेजस्तो.छाती चर्केको छ. तल्लो पेट कुटु कुटु खाएको नि महिनौ बितिसके.ढाड गलेको पनि उस्तै छ. कसरि घट्नु?के ले घट्नु?किन घट्नु?कल्ले घटाउनु?
