मोबाइलको सानो झ्यालबाट विश्व हेरी/सुनिसकेपछि सानो काठको झ्यालबाट काठमाडौँ हेर्न मन लाग्छ | केहि महिना अघिमात्र अस्ट्रेलियामा लागेको आगोको मुश्ला जस्तो पेटबाट हुड्ल्दै घाटितिर उकुसमुकुस गर्दै आउछ | आखा धमिलो हुन्छ, एकसरो हातले पुछ्न खोज्छु फेरी झसंग हुन्छु- कोरोना | झिमिक झिमिक गरेर आखाको पर्दा सफा बनाउछु, काठमाडौँ हेर्न खोज्छु, कस्तो धमिलो देख्छु | पहिले घुइघूइ घुईकिने गाडीको आबाज आउदैन, घुक्क घुक्क रोएको आवाज सुन्छु | बच्चाहरु रोएको सुन्छु |ओह नो | केहि पनि गर्न सक्दिन | आफैलाई उल्टोबाट सम्झदै सम्झदै गएर झन्डै तीस वर्ष पहिले यदि तिमी प्रधानमन्त्री भएमा के गर्छौ भनेर सोधिएको प्रश्नमा अड्किन्छु | साच्चै म प्रधानमन्त्री भएको भए बिश्व महामारी आफ्नै आगाडी आएर छमछम नाच्दा के गर्थेहोला |

हैन हैन, छैन छैन भन्दाभन्दै, केहि डर, केहि बाध्यता, केहि जिम्मेबारी, केहि भाबना, केहि येक्यबदाका साथ नेपाल सरकारले चैत्र ५ गतेबाट स्कुल, बिस्वबिद्यालय अनि धेरै गतिबिधि  औपचारिक रुपमा बन्द गर्यो कोभिड १९ संग लड्नको लागि | जुन आफैमा सकारात्मक छ, बिज्ञानलाई बिस्वाश गर्नुको बिकल्प छैन |

कुनै पनि महामारी वा प्रकोप कसैले चाहेर वा रहरले हुदैन, भलै राजनीतिक प्रोपोगान्डका रुपमा प्रयोग गरिन्थे र गरिदै छन् पनि | जे होस्,जब यो आउछ यसले महिला-पुरुष, धनी- गरिब, ठुलो- सानो, राष्ट्रियता, सार्वभौमता, सिमाना आदि केहि पनि भन्दैन भनिरहन पर्दैन | अहिलेको कोरोना भाइरस हाम्रै पालामा त्यसकै एउटा ज्वलन्त उदाहरण हो | अर्थात् यो एकादेशको कथा रहेन |

Journey for Dignified Menstruation within Nepal Government

Nepal government, Ministry of Women, Children and Senior Citizen took a leadership role for forward pushing the agenda of dignified menstruation in many ways. With the reference of following pictures, started from December 8, 2019. 

1. December 8, 2019 Hon. Minister Parbat Gurung announced for a country of nation with chhaugoth free and dignified menstruation. He also promised to proceed for endorsement of dignified menstruation day for December 8, as a day for 16 days activism.He also promised to bring forward the pending policy of dignified menstruation.

2. January 5, 2020 organized an consultation meeting with parliamentarian from 6, and 7 province where RPF presented a paper.

3. January 18,2020 campaign for dismantle for chhaugoth and promotion of dignified menstruation in Doti

4.  January 19, 2020 campaign for dismantle for chhaugoth and promotion of dignified menstruation in Managalsen, Achham

5. January 20, 2020 campaign for dismantle for chhaugoth and promotion of dignified menstruation in Dullu, Dailekh

6. January 21, 2020 campaign for dismantle for chhaugoth and promotion of dignified menstruation in Surkhet 

7.January 27, 2020 had meeting with Archana Patkar and partners for international workshop on dignified menstruation. Joint Secretary lead this process and promised to finalize the guidelines on dignified menstruation.

8. February 3, 2020 Agreed to lead the international workshop, planned for May 26, 27,28, 2020

9. February 23, 2020 host press meet at Ministry for international workshop, planned for May 26, 27,28, 2020

गत महिना प्रदेश सातको कार्यक्रममा एकजना नगरपालिका प्रमुखलाई चित्त दुख्यो `जब मैले नेपाल सगरमाथा र बुद्ध जन्मेको देश हैन छोरीहरु महिनाबारी हुदा छुट्टाउने, विभेद गर्ने देश हो भनेर चिनिएको छ भने' |  चित्त त मेरो पनि दुखेको छ, बिदेशी भूमिमा त्यो पनि एक्कैछिन एरपोर्टमा भेटिएको विदेशीले प्याच्च सोध्या कति चित्त दुख्योहोला | फेरी बास्तबिकता पनि हो | विधुतीय  संचारको जमानामा लुकाउन के नै सकिन्छ र ?

Dignified Menstruation Day, Dec 8, 2019

This is speech is delivered during the Dec 8, Dignified Menstruation Day ever first globally in front of the Ministers of Women, Children and Senior Citizen, Vice-Prime Minister and many distinguished delegates from government of Nepal and CSOs at National City Hall, Kathmandu. 

This speech dedicated to all girls and women who were and are suffering from death, abuses, discrimination due to menstruation in Nepal and globally. 

The Menstrual Campaign Misinterpreted in Nepal and Beyond

I learned the word of `Chhaupadi' when I was reviewing the documents for my thesis for Bachelor of Community Health Nursing, 1998. It composes with two words; `Chhau' (blood) and `Padi' (shed). It is very common word in west Nepal exchangeable use with the words of `Chhui' or `Chhui Pratha'. The blood considered as `impure' no matter whether it is from childbirth or menstruation. Because of the government's priority program of Safe Motherhood Program, Chhaupadi during childbirth is getting unpopular whereas the Chhaupadi during menstruation remained untouched for many years and getting global attention since beginning of the Millennium Development Goals in many ways. My experiences/studies confirmed that the more than forty types of restrictions related with touch, eat, mobility/participation exactly same in Chitwan, Lamjung, Kathmandu and West Nepal but more visible in west Nepal. The reason behind the following restrictions during menstruation is also same that is `impurity' and it is transferred from generation to generation without any dialogue as among of my three senior sisters. I would call `deep level of ignorance' and `silence' around menstruation. Around 1980, I not only observed the more than forty types of restrictions but also observed my three sisters at neighbour's shed for 21 days, 15 days and 11 days during their first three periods in Chitwan.

This is post here again for reference because many of stakeholders did not know and keep asking about it. The minister of women, children, Ministry of Health, Ministry of Education and Ministry of Water Supply and sanitation and speaker were there. 

In 2019, there were similar types of programs and I was following the campaign  but do not find the implementation at all. 

नेपाल सरकारको चारवटा मन्त्रालयले यस सम्बन्धी विभिन्न प्रतिबद्धता गरेका थिए । सभामुख कृष्ण बहादुर महरा सहित मन्त्रीहरुले हस्ताक्षर गरेको ७ बुँदे प्रतिबद्धता निम्नानुसार छ :

१. हामी महिनावारीका समयमा हुने सबै प्रकारका हिंसा अन्त्य गर्न र सरसफाइको वातावरणमा बाँच्न पाउने अधिकारको सुनिश्चितता गर्न मर्यादित महिनावारी स्वच्छता नीति लागु गरी कार्यान्वयन गर्ने प्रतिबद्धता व्यक्त गर्दछौं ।

२. हामी महिनावारीका समयमा महिलाहरुको जीवन नै जोखिममा पर्ने छाउपडी लगायतका कु- प्रथाहरुलाई पूर्ण रुपमा निषेध र निर्मूल गर्ने प्रतिबद्धता व्यक्त गर्दछौं ।

४. हामी समुदायगत तहमा सरकारी र गैर सरकारी तहबाट सामाजिक परिवर्तनका सघन अभियानहरु सञ्चालन गर्दै समुदायलाई महिनावारीसँग जोडिएका कुरीति र गलत मान्यता परिवर्तन गर्न एकीकृत कार्ययोजना तर्जुमा गरी साझा कार्यक्रम अघि बढाउने प्रतिबद्धता व्यक्त गर्दछौं ।

३. हामी देशैभरिका सामुदायिक विद्यालयमा नियमित पानीको उपलब्धता सहितको किशोरीमैत्री शौचालय निर्माण गर्ने र महिनावारीका समयमा विद्यालय आएर निर्धक्कसँग पढ्ने र स्वच्छता सामग्री उपलब्धताको सुनिश्चितता गर्ने प्रतिबद्धता व्यक्त गर्दछौं ।

५. हामी स्थानीय तह, प्रदेश तह तथा संघीय तहको नेतृत्वमा रहेका सबै महिला तथा पुरुष जनप्रतिनिधीहरु आफ्नो घर, परिवार तथा समाजमा आफै उदाहरणीय बनेर महिनावारी सम्बन्धी सबै प्रकारका कुसंस्कार अन्त्य गर्ने प्रतिबद्धता व्यक्त गर्दछौं ।

६. दिगो विकास लक्ष्य पुरा गर्न राज्यको आवश्यकता अनुरुपको आर्थिक तथा प्राविधिक सहयोग, गैरसरकारी तथा निजी क्षेत्रबाट राज्यले अघि सारेका योजनाहरुमा हातेमालो र नागरिक समाज एवं समुदायका तर्फबाट महिला अधिकारको सुनिश्चितताका लागि परिवर्तनको यो अभियानमा सक्रिय सहभागिता जनाउने प्रतिबद्धता व्यक्त गर्दछौं ।

७. हामी ‘महिनावारीलाई म र मेरो घरबाट नै मर्यादित बनाउछु’ भन्ने दृढ अठोटका साथ हामीले आज गरेका प्रतिबद्धतालाई व्यवहारमा लागु गर्ने प्रतिबद्धता व्यक्त गर्दछौं ।

Dialogue on Dignified Menstruation at Baglung

I went to Baglung after wedding program in Pokhara. I had facilitated two programs with school students and CSO leaders and spoke with three media. Almost all people are practicing menstrual restrictions. Even the senior lawyers/Advocate not aware about the law on dignified menstruation. The program was jointly organized by WHRD, Baglung, Ama Milan kendra, Baglung, Satkarma Nepal.

Menstrual Practice among Adolescent Girls in Pokhara 7 May 2019

The purpose of this report is shown an evidence that the restrictions during menstruation is practicing in Pokhara as well where many people thought that it is practicing in only among rural, poor, uneducated and underprivileged areas.

Radha Paudel Foundation (RPF) has organized dozens of programs on `Dialogue on Dignified Menstruation' at Pokhara with schools, media and CSO leaders from May 2-7, 2019 during the auspicious occasion of #MHDay2019. There were varieties of methods were used to explore the reality around menstrual practice due to deep silence. During course of dialogue, Radha Paudel who was the lead facilitator, asked to write of answer at their notebook by telling two questions at Girls School, Pokhara for brain storming. Two questions were:

1.       When did you know or see the menstruation at your life at your family or community?

2.       How did you know that they were in menstruation? What were the features to know as menstruating girls/women?
