Urgency to speak about Dignity of Menstrurators by boys and men

My father who never ever been to school, struggled for bread and shelter in the remote part of Nepal , about 50 years back, he sent his five daughters to school and treated them as equal as my brother by allowing us to put the fire on pyre of death body of our mother,  and so on. Similarly, when I taught him about the process of menstruation, since then he never imposed any forms of restrictions during menstruation.  As my father, there are many fathers or men are not only supporters, change makers, allies but also holding accountability at personal and interpersonal level without having any orientation or training around human right or advocacy. Thus, all men are not same.

No Doubt: Menstrual Discrimination is a form of Gender Based Violence

 Few people and organizations in Nepal and beyond get confused and are asking why is Nepal urging to celebrate the day as Dignified Menstruation (DM) for December 8? There could be many reasons behind this enquiry; they might considered menstruation is private or secrete issue, could think it is women's issue, or it's  matter of `shy', or dirty, or matter of using the menstrual products without making public, or May 28 has already the Menstrual Hygiene day so it's not just making confusion or duplicate the day and so many others.

1) What inspired you to work on Dignified Menstruation?

My work on dignified menstruation is very organic and very long. Over the three decades experience, working from my personal, to national and global level, I learned that the menstruation is not only my issue, or my country's issue. More importantly, I knew that free pads, clean sheds or knowledge on hygiene do not guarantee the dignity during menstruation. In other hand, menstrual stigma, taboo and restriction is underlying cause for violence against girls and women, destroying the peace and violation of series of human rights. Succinctly, I learned that the menstrual stigma, taboo and restriction play a crucial role to construct and shape the power since childhood between girls and boys that is missing by global community who were/are working for development, human right and feminism. It is happening everywhere across the globe but the forms and severity vary from place to place. The global community remained not only silence and biased but also worked in assumption or misinterpretation at the name of support or funding. In this circumstance, despite having support, I determined to work for changing the narratives around menstruation from hygiene to dignity.

बिश्व स्वास्थ्य संगठनले ४५ दिन अघि (यो लेख लेखिरहदा) कोभिड १९ लाई महाब्याधि भनेर घोषणा गरेको थियो | मेरो जीबनमा महिनाबारी शुरु भएको करिब ३२ बर्ष भएको छ तर महाब्याधि शुरु भएको ४३० बी सी, एथेन्सबाट देखिन्छ भने महिनाबारी शुरु भएको त करिब ४ करोड वर्ष पहिले जब आजको मानबको शुरुवात भयो अर्थात् होम सपियेन्सको उत्पति भएको थियो | महिनाबारीका कारण यो दुनिया चलिरहेको कुरामा असहमत सायदै कोहि होला | तर यो दुनियाले महिनाबारी किन बिर्सिरहन्छ | नारा, जुलुश, बिरोध गरेपछि मात्र यो दुनियाका विद्वानहरु महिनाबारी र यसका सबाल सहानुभुतीका साथ अल्पकालीन रुपमा मात्र सम्बोधन किन गर्छन | के यो महिनाबारी महाब्याधि जस्तो छैन वा हैन अर्थात् के नसर्ने रोग झैँ कुनै लिंग, वा ठाउँ बिशेषमा केन्द्रित छ र  | कोभिड १९ अहिलेसम्मको तथ्यांकमा पुरुषहरुमा धेरै देखिएको छ | यदि महिलाहरुमा मात्र देखिने भए के यो दुनिया यतिका मरिहत्ते गर्थ्यो होला | म दाबीका साथ भन्दैछु -पक्कै गर्थेन | स्यानिटरी प्याडको बिज्ञापन गर्दा रगत निलोभएको प्रमाणित गरे झैँ भन्थे होलान- नाथे महिलाहरु रुघाखोकी पनि पचाउन सक्दैनन्, यस्तै यस्तै |

Nepal government, Ministry of Women, Children and Senior Citizen took a leadership role for forward pushing the agenda of dignified menstruation in many ways. With the reference of following pictures, started from December 8, 2019. 

1. December 8, 2019 Hon. Minister Parbat Gurung announced for a country of nation with chhaugoth free and dignified menstruation. He also promised to proceed for endorsement of dignified menstruation day for December 8, as a day for 16 days activism.He also promised to bring forward the pending policy of dignified menstruation.

2. January 5, 2020 organized an consultation meeting with parliamentarian from 6, and 7 province where RPF presented a paper.

3. January 18,2020 campaign for dismantle for chhaugoth and promotion of dignified menstruation in Doti

4.  January 19, 2020 campaign for dismantle for chhaugoth and promotion of dignified menstruation in Managalsen, Achham

5. January 20, 2020 campaign for dismantle for chhaugoth and promotion of dignified menstruation in Dullu, Dailekh

6. January 21, 2020 campaign for dismantle for chhaugoth and promotion of dignified menstruation in Surkhet 

7.January 27, 2020 had meeting with Archana Patkar and partners for international workshop on dignified menstruation. Joint Secretary lead this process and promised to finalize the guidelines on dignified menstruation.

This speech dedicated to all girls and women who were and are suffering from death, abuses, discrimination due to menstruation in Nepal and globally. 

The Menstrual Campaign Misinterpreted in Nepal and Beyond

I learned the word of `Chhaupadi' when I was reviewing the documents for my thesis for Bachelor of Community Health Nursing, 1998. It composes with two words; `Chhau' (blood) and `Padi' (shed). It is very common word in west Nepal exchangeable use with the words of `Chhui' or `Chhui Pratha'. The blood considered as `impure' no matter whether it is from childbirth or menstruation. Because of the government's priority program of Safe Motherhood Program, Chhaupadi during childbirth is getting unpopular whereas the Chhaupadi during menstruation remained untouched for many years and getting global attention since beginning of the Millennium Development Goals in many ways. My experiences/studies confirmed that the more than forty types of restrictions related with touch, eat, mobility/participation exactly same in Chitwan, Lamjung, Kathmandu and West Nepal but more visible in west Nepal. The reason behind the following restrictions during menstruation is also same that is `impurity' and it is transferred from generation to generation without any dialogue as among of my three senior sisters. I would call `deep level of ignorance' and `silence' around menstruation. Around 1980, I not only observed the more than forty types of restrictions but also observed my three sisters at neighbour's shed for 21 days, 15 days and 11 days during their first three periods in Chitwan.
